Legal Obligations for Horse Owners

The MEF requires all those involved in national equestrian sport to adhere to the MEF Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount. Welfare of the horse must never be subordinated to competitive or commercial influences. All equestrian competitions held in Malta must be organised according to the MEF statues, FEI General Regulations and Sport Rules as well as the FEI Veterinary Regulations.



From October 2023, all competitors must present a valid equine passport or, in the case where the horse’s passport is missing, an equine identification document, along with up-to-date vaccination cards, at the trot up prior to competition. Riders who fail to do this will not be allowed to compete.

 

Refunds will not be made to competitors who fail to provide the necessary documentation.

 

Horse owners, whether competing in MEF competitions or otherwise, must also adhere to national laws stipulated by the Veterinary Regulatory Directorate (VRD).

 

Broadly, these include the identification, microchipping, and registration of horses. The MEF encourages all its members to familiarise themselves with VRD requirements and ensure that they are always compliant.

 

Identification of horses

All horses in Malta are to have a valid equine passport, and microchip. Horses born in Malta must be issued with an identification document and a microchip by not later than 12 months following the date of birth.

 

Importation of horses 

VRD must be notified when equines are brought into Maltese territory. VRD must be contacted by phone on 229 25345.

 

Transfer of ownership 

When a horse is bought or sold, transfer of ownership must be registered with VRD. This can be done online by simply filling the form available on their website.

 Death of a Horse

The death of horses must be registered with the VRD so that horses can be removed from the National Livestock Database. This can be done by filling in the form available on their website. Passports of deceased equids must be submitted to VRD office within 30 days of the death of the animal.
